Utility Payment Drop Box

For your convenience, we offer a drop box for utility payments located in downtown Pullman near the northwest corner of Paradise and Kamiaken. Staff check the drop box every day so accounts can be promptly updated.

New Utility Services
New owners are to apply for utility service by completing a Utility Billing New Service Order Form including signature.

Change Utility Services
To change existing utility services (turn on, turn off, address change, etc.), the owner or property manager is asked to please return a signed and complete  Utility Billing Change Order Form to the Finance Department.

Understanding Your Utility Bill
Your City of Pullman utility bill looks similar to this Sample Bill.

The bill is perforated at the bottom to allow you to keep the top for your records. Please return the bottom portion with your payment and account number identified.  Identifying your account number is extremely important for customers who pay with an online banking service to insure your account is credited properly.  This includes all changes of end user due to the billing software assigning different customer numbers each time a property changes hands or a new tenant occupies the address. 

Additional information provided on your bill includes billing cycle dates, current usage determined by meter reading (current month reading less the prior month end reading equals cubic feet of usage - to convert cubic feet into gallons multiply by 7.48), amounts due, due date, and usage history for the previous 12 months of the account.
Pay Utility Bill
Please pay by mail, in person at 190 SE Crestview Street, via drop box, or with Online Bill Pay.
Automated Payments - ACH Withdraw
The City of Pullman offers an easy and convenient automatic payment service. To participate in this program, customers is asked to complete the Agreement for Pre-Authorized Debit and provide a voided check.

With your signed authorization, the Utility Billing Department will automatically deduct your monthly utility bill payment from your bank account.

For all forms submitted by the 10th of the month, a zero dollar test payment will be performed in the first month.  The first automatic deduction will occur on the 15th of each month starting in the second month.

Water and Sewer Rates
On September 27, 2022, the City Council approved a 4.5% utility rate increase. Customers will see the increase reflected on their November bill where the new cost of water usage will be calculated based on October's total usage.

The new fee schedules are outlined in resolutions R-60-22, R-61-22, and R-62-22, which pertain to water, sewer, and stormwater, respectively.

Leaks or Other Concerns with Your Water Delivery
The activity of delivering water to the meter on your property is performed and maintained by the Water Division of the Maintenance & Operations Department.  If you have concerns with non-billing issues of your system, please contact this division directly for the fastest possible service.
